After consulting official sources (the European Commission website), we found the following:
EU countries must agree on common principles for how and when they will gradually open Schengen borders.
Those holding a certain "official status in the EU" will have priority compared to regular tourists. "Status holders," i.e., those who have a residence permit in Latvia, will be able to travel to the Schengen zone.
As soon as an agreement is reached between EU countries, embassies will begin issuing visas.
Then, if your country has a normal epidemiological situation, you will be able to come to Latvia based on the visa and obtain a residence permit card.
