As you know, a state of emergency has been declared in Latvia until April 14. Entry into the country is not possible.
You have two options to submit documents for annual registration (renewal) of your residence permit.
Option 1 - Electronic submission.
A mandatory requirement is that you must have an account at a Latvian bank and access to "Internet Banking" or an electronic cabinet.
Or you must have an electronic signature!
In that case, you will be able to go to the Latvian "public services" website - www.latvija.lv, log in, and submit an application with our help. You will also need to pay the state fee, attach a payment receipt, attach several application forms, and attach a photograph (scan) of your passport.
Once this is done, you will receive confirmation.
Then you will receive the residence permit decision by email.
When the state of emergency is lifted, you will be able to come to Latvia and process your ID card.

Option 2 - Paper submission by mail.
The "document package" is no different - payment receipt for the state fee, several application forms, copy of your passport.
Only the submission process is different. First you send the documents to us. For example, by courier mail. Then we send the documents to the department by regular mail.
Then you will receive the residence permit decision by email.
When the state of emergency is lifted, you will be able to come to Latvia and process your ID card.
