We present to you a review of how the residence permit program in Latvia developed in 2025.
KOM-INVEST has been handling residence permit applications since 2010, and during this time we have accumulated sufficient statistics and experience to identify stable trends.
As before, real estate remains the main focus - approximately 83% of investors choose this option.
This is confirmed by data from the Ministry of Economics.
Investors purchase apartments and houses in Riga, Jurmala, as well as in areas close to the capital - Marupe and Adazi.
However, the geography of our clients has changed significantly in recent years.
While previously the main flow of investors came from Russian citizens and other CIS countries, the picture is different today.
In 2025, the largest number of residence permits were obtained by investors from Turkey - 13 people. Among residence permit recipients are also citizens of Israel, the USA, China and Vietnam.
In total, 41 investors obtained residence permits in 2025.
For comparison: in 2024 - 17 people. Growth of more than two times.
It is worth noting separately the total volume of investments: in 2025 it amounted to 21.4 million euros.
Given that 51 people submitted applications, the average investment is approximately 420,000 euros per applicant, which exceeds the minimum threshold of 250,000 euros.
These figures confirm that the residence permit program continues to have a significant impact on the real estate market.
Foreign investors acquire quality properties, invest in their furnishing (furniture, equipment, repairs), and some real estate subsequently enters the rental market.
Working with such clients is typically not a quick transaction, but a sequential process based on trust.
First, it is important to explain in detail the advantages of Latvia: a stable legal system, euro currency, convenient logistics (air connections with almost all European countries and Turkey), a comfortable and relatively affordable living environment.
Next comes the selection of a liquid property that will be interesting both from an investment perspective and for possible rental.
After this, work begins with the bank: confirming the source of the buyer's funds and preparing for the transaction (escrow agreement, purchase and sale agreement).
Then follows the residence permit application process - our lawyer helps with document preparation, submission to the department, and supports the client until the decision is received.
Some documents can be executed by power of attorney to reduce the number of trips the client needs to make to Latvia and save their time.
