As of June 16th, the procedure for entering Latvia has been simplified. Let's consider the possibilities for Russian citizens who hold a residence permit to come to Latvia.
First of all, the information on the website of the Latvian Embassy in Moscow has been updated:
«From countries of high or particularly high risk that are not EU or EEA countries and are not Switzerland or the United Kingdom, entry to Latvia is permitted only for the following persons: Latvian nationals, members of their families, and holders of a residence permit in Latvia.»
It is no longer mentioned that only a permanent residence permit is required for entry.
Visa documents are submitted to the Pony Express visa center. «The above-mentioned categories of persons may apply for a visa at the Pony Express visa center. Document acceptance at the visa center is by appointment only (tel. 8800 250 49 36).»
Secondly, the Covid Pass questionnaire form has been updated - https://covidpass.lv/ru/
They no longer ask for the purpose of your trip to Latvia. Instead, you must select one of three options (possession of a European COVID-19 certificate; exceptions where a certificate is not required; or a negative test for those holding a residence permit in Latvia and entering by car).
As we understand it, you will be able to come to Latvia by private car.
Thirdly, the period of home isolation has been reduced.
You can end the isolation on the 7th day if a PCR test is negative.
What remains unchanged is the requirement for a negative test to enter Latvia and a repeat test after crossing the border. «Persons without a European certificate must take a test at their own expense at Riga International Airport if entering by air, or at another nearest testing point if entering by land transport.»
